Jonathan Pauk, HBASc., MSc., MCIP, RPP
Jonathan Pauk is a Senior Planner and a Registered Professional Planner. Jonanthan brings experience from both the public sector at the local level and private land development consulting. He provides strategic planning advice to private clients on a wide range of land use planning matters, with a focus on land development projects in urban and rural settings. Jonathan leads complex applications including Official Plan and Zoning By-law Amendments, Site Plan, and Committee of Adjustment approvals, and coordinates closely with clients, consultants, municipalities, and conservation authorities. He holds an Honours Bachelor of Arts and Science from Lakehead University and a Master of Science in Rural Planning and Development from the University of Guelph.
Vanessa Simpson, RPP, MCIP, M.Pl.
Vanessa Simpson is a Senior Planner and Registered Professional Planner with over 12 years of experience in municipal and private-sector planning. She works collaboratively with clients and multidisciplinary teams to deliver people-centred, well-designed development projects of varying scale. Vanessa brings strong expertise in planning, urban design, and project management, and regularly presents development proposals before municipal Councils, Committees, and community groups. In addition to her consulting role, Vanessa is a part-time professor at Georgian College, where she supports the development of future professionals through mentorship and leadership. She is committed to continuous learning and the advancement of collaborative planning practice.
James Hunter, BURPl
James Hunter is an experienced Senior Planner, specializing in guiding development projects through complex municipal and regulatory approval processes. His expertise includes Official Plan and Zoning By-law Amendments, Settlement Area Expansions, aggregate applications and licensing, and Committee of Adjustment approvals. James has managed projects across a broad range of development types, including subdivisions, townhouses, condominiums, and apartment buildings, and has a strong track record of advancing projects from initial concept through approvals and permitting. James holds a Bachelor of Urban and Regional Planning from Toronto Metropolitan University and is recognized for his collaborative approach and results-driven planning solutions.
David Scarsellone, BES (Hons. Planning)
David Scarsellone is a Junior Planner at Morgan Planning. David has experience supporting a wide range of planning applications, including Minor Variances, Consents, Plans of Subdivision, Zoning By-law Amendments, and Official Plan Amendments. David specializes in consents, minor variances, and small-scale zoning matters, with the majority of his work focused in Northern Simcoe County and Southern Muskoka. David holds a Bachelor of Environmental Science (Honours Planning) from the University of Waterloo and He is currently a candidate member of the Ontario Professional Planners Institute.
Lauren Arsenault, BA, CPT
Lauren Arsenault is an urban planner focused on making the planning approvals process accessible and efficient for clients. She brings experience from the municipal sector in various technical roles and has a particular interest in projects related to tourism development, on-farm diversified uses, new lot creation, and additional residential units. Lauren is motivated by helping clients navigate approvals and achieve their development goals. Lauren holds an Honours Bachelor of Arts in Environment and Resource Studies from Trent University and a Postgraduate Certificate in Geographic Information Systems from Fleming College. Lauren is a Certified Planning Technician and a member of the Canadian Association of Certified Planning Technicians.
Victoria Lemieux, RPP, MCIP
Victoria Lemieux is an Associate at Morgan Planning & Development and a Registered Professional Planner with over a decade of experience in land use planning across Ontario. Her work includes residential, commercial, institutional, and waterfront developments in urban and rural settings, with specialized expertise in waterfront planning throughout Simcoe County and the District of Muskoka. Victoria currently manages Morgan Planning & Development’s professional planning services for the Simcoe Muskoka Catholic District School Board and previously served as Director of Planning for the Township of Georgian Bay. She brings strong municipal insight to her consulting practice and has provided expert planning evidence before the Ontario Land Tribunal.
