Morgan Planning & Development Inc. (MPD) was retained by BK Realty Development Ltd. to lead and coordinate the required planning approvals for the proposed residential subdivision at 2365 15th Sideroad in Thunder Bay. Acting as planning consultant and project manager, MPD directed the overall approvals strategy, prepared and managed the Zoning By-law Amendment and Draft Plan of Subdivision applications, and coordinated the full consultant team, including environmental, hydrogeological, engineering, and archaeological specialists. Our role included preparation of the Planning Justification Report, oversight of all technical studies, agency consultation, and direct liaison with municipal staff to facilitate a comprehensive and coordinated development review process.
The project consists of a 41-lot residential subdivision within the Rural Settlement Area, designed to accommodate single detached dwellings on municipal water services with private septic systems. A site-specific Zoning By-law Amendment establishes appropriate lot area and frontage standards to support rural servicing while maintaining compatibility with the surrounding neighbourhood fabric. The Draft Plan incorporates Environmental Protection lands and open space blocks to safeguard natural heritage features, including Mosquito Creek, and to provide opportunities for pedestrian connectivity and amenity space. The development represents a well-planned, policy-supported residential community that contributes to the City’s rural growth objectives while ensuring responsible servicing and environmental stewardship.
